Jouluo is a city located in the north of Eastocean Island. It is the smallest city on the main island and comprises two urban districts and one town. Before the implementation of the Direct City System across the island in 2006, it was under the jurisdiction of the Northeast Municipal Administrative District.

舟羅市

本市是東洋島領地北方的城市，是本島目前面積最小市，設有市區兩區和一鎮。二零零六年全島實施直接市制前屬於東北市政區管轄區域。

舟羅市しゅうら・し

東洋島領地北の方に位置し、市街地二区と一つの鎮を設置されている東洋島本島において一番面積が小さい町である。二〇〇六年全領地が直接市制を実行する前には東北市政区画によって管轄されていた。
